i have noticed that my weapons do not inflict max damage even on the lower rung players....
dnash attacks using Celestrium Spear for 4 damage
even though my piercing skill level is at 40...is this a bug or am i doin somethin wrong??
also shouldnt the rating take into account the skills of the weapons equipped???
Max damage is still a chance, no matter how high your skill is. The higher the skill, the more likely you are to hit close to max damage.

OK, I have to admit I'm curious about this as well... I'm not entirely certain what the algorithms for the skills are but I get very disappointed when I get results like this:
Grockell attacks using Mithril Warhammer for 4 damage (Skill of 60, max Damage of 10)
Grockell attacks using Pristine Adamantine Spear for 2 damage (Skill of 60, max damage of 17)
It's not that I think I deserve max damage every swing, but I do feel like I should be averaging towards the higher end with my damage.

Skill affects your damage but there are other factors in determining final damage.
For example, if the other player has a lot of armour equipped, that will mitigate the damage you do.

Not to be a smartarse, but you cannot pick out 1 swing and then talk about an average.... you need to look at several fights and EVERY swing that uses that weapon to see if your getting your money's wirth :)
Even if you are averaging towards the high end, simple odds will be that you get some low swings in there as well.
Edit - And what Z said too :P

In additioin to Athion's point, let me add that if you are going to post examples, they don't mean much if you don't say what level it was against. If you examples above were against a newbie, they have some point. If against a medium or high ranked player, who presumably has a good armor rating and agility, then they are pretty meaningless.
