Under the Action of an item, it will indicate something like 1/10, which also correlates to the DPS of the item (for example 0.30/3.00). How you you get up the damage scale so you can inflict the full 10 of damage? Is it based on your level, or skill points?

Skill points. 100 skill = 10/10
50 skill = 5/10
For the DPS calculation, divide the current damage by the delay + 1. For example, a basic spell with damage 1 and delay 3 will show a DPS of 1/(3+1) = 0.25.

can we run through one more example (sorry - I'm being thick headed)
I have an item where my skill is 0/100
my DPS is 0.20/1.60
my damage is 1/8
the delay is 4 turns
If I allocate 50 skill points to this item,
my skill is 50/100
the DPS is 0.80/1.60
my damage is 4/8?
That is correct, with those stats you will deal damage between 1 and 4 with that weapon, that still have potential to deal damage up to 8 (without any other modifiers)

k im gonna make it really simple for you: if you have 50 out of 100 skill points trained and your item does 8 max damage then your item will shot 4/8 damage
that means that the max you can hit with that item (not including crits) is 4
if you were to have 75/100 skill points in that then your item would do 6/8 dmg
if your weapons' skill lvl is at 100 and u have a mastery then u can do more than its max damage that the item says you can do.
