The ranking system tracks a large sample of your most recent battles to determine your rank. If you beat too many lower ranked players, it will hurt your ranking because other players below you may jump ahead of you in the rankings.
Just because you beat a top ranked player does not mean you will move up to the top of the rankings. You have to do it consistently. At the same time, the higher ranked players may be beating players ranked higher than your opponents.
